I was deeply saddened when I discovered that Dr. Rohr had passed away. I did my first year of my PhD at CPAP and had the pleasure of having Dr. Rohr for three classes, including an independent study. In the independent study, Dr. Rohr took me step by step through his work "Ethics for Bureaucrats," giving me a backstage pass into his insights for the book. Dr. Rohr was my inspiration to pursue my passion in administrative law, which still continues to this day in my own teaching. An extremely intelligent man, a teriffic mentor, and one of my inspirations, he will be deeply missed.
